Both restore DWR. The spray-on lets you treat one garment at a time; the wash-in version goes in the washing machine or a laundry tub.
Is the TX Direct Spray-On flame resistant?
No. It is a care and repair product for water rescue gear. It does not make gear flame resistant and is not rated for fire or high-heat use.
